Government Skills Australia Issues Register Application
The core of the Issues Register application project was the creation of custom built components to plug in to Government Skills Australia's existing website that enable document management and feedback management processes for the ongoing review and management of the industry training packages. The brief was to enable full integration with the overall Government Skills Australia platform and utilisation of new technology for enhanced performance and security.

The application and individual components were integrated into the existing Government Skills Australia website management system (on the Joomla! open source framework) currently powering the Government Skills Australia website built by SM2 in 2006.

Strategy

  • Enable Government Skills Australia and its consultants to use a fully integrated on-line system to attract, secure, manage and report on the industry training packages from a review and feedback perspective
  • Enable industry stakeholders to provide detailed and specific comment on industry training packages
  • Enable print friendly report from front end of user's comments for each training package
  • Ensure consistent design and style from existing Government Skills site is seamlessly integrated
  • Utilise the existing Government Skills Australia website as the platform for integration of the Issues Register Application
  • Continue the strong alliance with a professional web development and design firm
  • Enable Government Skills Australiaand its consultants to use a fully integrated on-line system to attract, secure, manage and report on the industry training packages from a review and feedback perspective

  • SM2 to provide training and instruction to Government Skills Australia staff in operational use of the Issues Register management system and tools.

Technology

  • Integrate the application into the exisiting Joomla! Content Management System
  • Training Package Structure setup: Administrator functionality to enable creation of the structure and terminology of the training packages.
  • Training Package Document Management: Administrator functionality enabling upload and versioning of all documents related to each industry training package.  The system will accept both PDF and Word versions of the documents. Additional capabilities will include download statistics, user permission settings, document ownership, archiving, keyword assignment and bulk uploads.
  • Training Package Feedback Management: Administrator functionality enabling "ticketing / help desk / project management" type functionality. This feature enables the management, categorising, searching, assignment and reporting of Training Package comments and issues. It provides a group managed, on-line environment at the core of the Issues Register.
  • Training Package Industry Feedback Facility: Registered user access to the Government Skills Australia Issues Register enabling industry stakeholders to provide qualitative feedback on all elements of the training packages.  The user will be able to see other stakeholder feedback (identities restricted), summary of Government Skills Australia actions, their own feedback, an ability to agree/disagree with stakeholder comments and ability to search for the package documents they require.  The feedback facility enables the user to view the document whilst entering their comments on the one screen. Non-registered users will be able to create a login account via the existing Government Skills Australia Client Management website component. 
  • Export feedback: Data can be exported and reports can be generated as CSV format (Excel format)
  • Training Package Industry Feedback Facility: Once a comment is posted, each comment for individual training packages will go to the relevant industry advisory officer in charge of that sector by email with a link back to the page for ease of use. The email address will be configurable based per Sector.
  • Print Friendly Report: Front end capability for each training package comments can be printed by the user, so that the user is able to keep a hard copy in the Issues Register Office. The report will include the Training Package code, title and version number and the Unit/Qual Code, Title or Skill set title and all comments on the specified section of the Training Package.
  • Search Functionality: The search function will be required to search via: Unit code, Unit Title/View all Units, Qualification Code, Qualification title, View all Qualifications and Skill Set Title, View all skill sets.
  • Email Auto Approve: Allows administrators to respond to comments and feedback via front end. An email will be sent to the administrator with a link to the relevant page on the site to auto approve and reply to the feedback.     
  • Import Data Feature: A Government Skills Australia staff member may import already provided feedback on a training package via CSV (Excel compatible).
